David Goggins is a nationally recognized leader in submarine acquisition, nuclear engineering, and defense program management. He holds a Bachelor of Science in Nuclear and Materials Engineering from the University of California, Berkeley, a Master of Science in Operations Research from the Naval Postgraduate School, and dual Master’s degrees in Mechanical Engineering and Naval Architecture from MIT.


Goggins began his career as a submarine officer before transitioning to the Engineering Duty Officer community, where he led shipbuilding, modernization, and repair programs for the U.S. Navy. He served in senior leadership roles on the Virginia-class and Columbia-class submarine programs, delivering record-setting performance in cost, schedule, and technical execution while earning the Department of Defense Value Engineering Award and the David A. Packard Award for Acquisition Excellence.


In 2022, he was appointed Special Assistant to the Assistant Secretary of the Navy for Research, Development, and Acquisition for the AUKUS Partnership, supporting one of the most significant defense and industrial collaborations between the United States, Australia, and the United Kingdom.
